The best way to think about your wheel retainer clip is like an earring. The hook part should be located at the top. Hook at the top, the teardrop at the bottom. Your wheel retainer clip should slide onto the axle to attach your wheel to the fork. The hook of the retainer clip should be near the top and inserted into the little unthreaded hole (without screw lines) in the fork (the two giant legs that hold your front wheel in place).
After that, center your wheel between your legs, ensure your handlebar is facing forward, and tighten your wheel. Tighten the wheel, alternating between the left and right side to make sure you are not over-tightening one side. When done, lift your handlebar so your front wheel is suspended in the air, and spin your front wheel. It should spin freely.
